Can I leave the filter pads at the corner of a reservoir created when I need a quarantine tank?

I was wondering if I can put one or two tablets filter in the corner of a tank bike eventually become colonized by bacteria beneficial for me to transfer them to a quarantine tank when I need it, or is the action of water seeping through that help to colonization?
