Do you need to do water changes in a reef tank?

If a salt water reef tank has a sump and protein skimmer, would you need to make water changes???

There are different opinions about this though I personally feel with reef tanks you need to carefully monitor the chemicals/minerals in the water, weekly fill the tank with ro water to make up for evaporation and I change 10% of the water weekly and do a much larger water change on occasion. A lot of people have a lot of different opinions on this though this is what works best for me.
