fish mate pond filter UV lamp does not light, even if power is reaching the terminal is a new bulb?

the filter was out of the pond for the winter as usual every year, but never had this problem before, thanks for any help

the bulb is lit before? if new, could still have a problem with it. Have you tried another bulb? You may be defective.
