When replacing filters Marineland Rite Size B?

my filter is about 2 weeks and a lot of foam and debris Poo when I shud replace it? I can change 20% of the water every week and I think a lot of waste produced by my puffer fish

Instead of replacing, it must be cleaned (by least once a month) if it gets dirty so fast, you might want to start changing the 10% of their water every week with good quality water to ensure clean water, and work easier to filter.
