What type of filter, if fresh water is the best for a red tailed shark?

I intend to have a 10 gallon tank, since it is the minimum amount of a red tailed shark, if it grows to a larger bill. And I intend to only 1 fish. What type of filter is better for fresh water and the least expensive? I prefer an answer from someone who has a new water tank please:) Thanks!

There are at least 15 years, I bought Whisper brand filter and used for many years. My father was there at the moment as far as I know it works perfectly.
