Why not a compact fluorescent bulb work with a ceiling fan?

I have a ceiling fan with a light under which is wrong. "This tends to interfere with the contacts or electrical wires? How do I fix the flicker?

I had this happening one time with a fan trembling! Balanced fan blades and flicker out. BTW, Is this a fan speed controller? CFL Aversion non-regulatory.
