My Emperor 400 Aquarium Bio-wheel filter Does not seem to work properly. How do i get it to work?

I just got my self an 80 gallon aquarium. i have two Emperor 400 bio-wheel filters on it. I was told they work ( got it used) i replaced the filters, But the dont seem to filter the water out. They motor turns on and i hear trying to work but the water just empties out. I do not know nothing about filters, but are the filters broken or is this a simple fix.

Emperor 400 are great filters … but PIA if you have to restart them.
Turn them on and use a cup to dip water from the tank and pour it in the filter box until it takes off.If they are the older models with the gray flow control lever,try pushing it down and filling with water from the tank.
They will take off … with a little persuasion. Their worth it once going.
