Will the Aqua Tech power filter from Walmart work in shallow water?

I have a turtle tank and need a filter to work in a 20 gallon long tank that is not full (about 6-8 inches of water). Does anyone know if the Aqua Tech brand filter from walmart will work for this? Thanks!
I have read lots of reviews saying the walmart filters work better than the big brands.
Please, just answer the question I have asked and don’t waste my time.

how about the Whisper In-Tank Filters
this will work in as little at 2 inches of water
it sits inside the tank
and walmart sells it for around $20 depending on size
the motor is very quite all you’ll hear is the water spilling back into the tank

Note: since you are not filling up the tank to a full 20 gal, you can use a smaller filter and it will be cheaper

if you want to know how many gallons of water that is going into your tank other than counting the water jugs or bucket guessing
length of tank x width of tank x 6 or 8 inches height of water

p.s. you can stack some flat stones infront of the filter all the way up to the top of the spillway to give a waterfall look, and help quite down the water spill sound
