ProAqua How to Use a Multi-function submersible pump?

Hi, I recently opened an Aqua Pro Multi-Function Submersible Pump AHJ-721. I put in my fish tank and nothing happened. I even tried to think of ways to make it work, but still nothing happened. Do you Whats wrong with it? I tried to ask the person who brought the product out of it, but has removed his account off eBay. Thanks
